Why do you think both Mayor Daley and the movement agreed to have the summit?

ROBERT LUCAS:

Well at, at the time of the summit, ah, there was a great deal of racial polarization in the city. There was a great deal of, ah, racial, ah, tensions. Now this polarization and the tension were not really caused, ah, ah, by, by the marches. Ah, the polarization and the tension between the races, you know, had always, ah, been here. And, ah, so at the time of this second summit conference, the movement, the freedom movement we're doing.
