It does and I, that was a point that I attempted to make, that when an individual is on the street, he, as a police officer, or she, as a police officer, is subject to all those stimuli, so the decision he makes may be highly colored. It may not be as he thinks it was. In the cold gray light of the dawn it may be something else but can you criticize an individual when he's reacting to that kind of an environment?
